The Substance Abuse Professional (SAP) is a person who evaluates employees who have violated a DOT drug and alcohol program regulation and makes recommendations concerning education, treatment, follow-up testing, and aftercare.
 
The SAP must be a licensed health care professional. In addition, the SAP must have specific education, training, certification, and continuing education in alcohol and substance abuse and DOT regulations as defined in the DOT regulation 49 CFR Part 40.
